"Mixed-Income Housing Near Transit: Increasing Affordability with Location Efficiency,” published by the Center for Transit-Oriented Development, proposes that community opposition to affordable housing can reduce affordable housing and recommends community outreach and education to promote affordable housing.

The report discusses barriers and solutions to developing mixed-income housing near transit facilities. It outlines the importance of and barriers to affordable housing near transit, including restrictive zoning, high site-cleanup costs, lengthy approval and development processes, community opposition, and excessive parking requirements. 

The report suggests 11 specific strategies to overcome these obstacles and increase the supply of mixed-income housing within transit-oriented neighborhoods and recommends that cities establish tax-increment financing zones, assemble land prior to development, ensure citizen involvement through visioning processes, and adopt neighborhood plans with provisions for affordable housing.
